Gujarat is
one of the 24 states of the Indian Union. The governor
is the titula r
head of the state and is appointed by the President
of India. All the executive orders of the Government
are issued in his name. A council of ministers headed
by the chief minister aids and advises the governor
in the exercise of his functions. The chief minister
is the elected leader of the party in majority in the
state legislature and is appointed by the governor Other
ministers of the council of ministers also appointed
by the governor on the advice of the chief minister.
Legislature :
The people elect the legislature in Gujarat as elsewhere
in India, under a system of adult franchise. The state
legislature is unicameral and is known as the vidhan
sabha. The total membering of the assembly consists
of 182 members.
Judiciary :
The state has independent judiciary with the high court
at Ahmedabad. There are 18 judicial districts in the
state including Ahmedabad city.
Executive :
The central administrative unit of the State Government
is the civil secretariat known as Sardar Patel Sachivalaya
Complex. It is located at Gandhinagar, the capital of
the state. The secretariat is divided into 24 departments
each headed by a secretary. For administrative convenience,
the entire state is divided into 19 districts. The district
is Sub-divided into taluka (tehsils) and mahals. The
state has in all 184 talukas and mahals. A district,
on an average, contains about ten talukas each of which
is comprised of about 100 villages.
Panchayat Raj :
Gujarat has a decentralised development administrative
machinery in the form of its panchayatiraj institution
The scheme, popularly known as Panchayat raj, was advocated
by Mahatma Gandhi, the father of the Nation, with a
view to associate the people living in the remotest
villages with the administration of the country.
This measure was introduced on April 1, 1963. It contemplated
(1)a gram panchayat for each village or a group of villages
or a nagar panchayat for a town with a population of
more than 10,000 and unto 25,000 (2) a taluka panchayat
for each taluka and (3) a district panchayat for each
district of the state. There are 19 district panchayats,
182taluka Panchayat, 134 nagar Panchayat and 13,125-gram
Panchayat covering 18,114 villages in the state. A Separate
public service commission exists in the state for recruitment
to the state government services
Computerization in State Administration :
G ujarat
state has been in the leading position in almost all
vital. sectors of development. To fulfil the increasing
expectations of the people, aspirations for socio-economic
transformation in public life and speedy solution of
public grievances, the state government has introduced
computerisation system in all the government offices
to make the administration people-oriented.
